Martin Bravenboer 7c765159ba CX-1: Nix installation of CX is broken ...

Fixed the CilConfig.pm.in to use the prefix instead of the cilhome,
which is for whatever reason set to the pwd. Yeah. These CIL guys
could use some deployment help.
